Institutions and fiscal results

This paper reviews the literature on th a Political Economy of Fiscal "Policy". it describes the mechanisms by which the political system induces biases towards inefficient fiscal outcomes, it presents international evidence on the effects of budgetary institutions (and of political institutions more generally) on fiscal outcomes. The paper suggests some institutional reforms for the Argentine case.
