There are a variety of ways to cultivate a civil society, but the most direct and efficient way is to manage a community well. This kind of management should at least be involved in the following aspects. First, ask citizens to participate in community management in order to enhance the citizens' participation consciousness and social responsibility consciousness. Secondly, in the community management process, allow citizens to have chance to gain their different interests and to express their different ideas. This is the embodiment of independent citizenship. Thirdly, everything should be done in strict accordance with the programs and all the decisions must be respected. All these are the basic trainings for citizens to rationally respect the social norms (including legal, institutional and moral norms).
