摘要：

In recent years, various of emergencies constantly ocder in the world, as the core of emergency management has become a ruler evaluating the emergencies disposal capacity and the level of government. The Scenario analysis and CBR-based Emergency Decision-making pattern was builded by summing up the characteristics of emergency decision-making and analysising the application of scenario and CBR in the emergency decision-making.
