摘要：
The establishment of E-government will be a focus of information aftertime in China. Information security is a key factor to keep the healthy development of E-government. The core objective of information security is to maintain the E-government business continuity. Proceeding from the security objective of E-government, the author tries to discuss the composition, main performing steps and the establishment of E-government Business Continuity Plan.
