English information system for learner autonomy(EISLA) is an inevitable product of the technology development of computer network and information. This system, which contains all the information of classroom teaching contents, curriculum, teaching requirements, occupational requirements, etc., may provide the students in higher vocational college(HVC) with autonomous learning service online. It allows students, according to their personal need of learning, to visit the Internet by any terminals, such as personal computer, mobile phone, etc., to learn autonomously, to test themselves, to get coaching and help online, to obtain information of teaching and occupation without any constraints of time, space and faculties. The system, along with classroom teaching and practice teaching, will be helpful in improving the quality of language teaching and talented people cultivation, increasing the students' autonomous learning ability and their language competence. This paper explores the construction of EISLA from the aspects of system service modules, interactive autonomous learning modules, saving and withdrawing technology of module resources, system evaluation approaches, etc.
