Introduction to SMA-CON: Safety Management Audit for Construction

In 1997, the Society of Accredited Safety Auditors developed the audit programme SMA-CON, Safety Management Audit for Construction, for the assessment of occupational safety and health management system of construction sites in Hong Kong SAR. The programme is then adopted as a training aid for students of the Safety Audit Training Scheme (SATS) of The Hong Kong Polytechnic University. The paper is to give a brief introduction to the concept for the development of the SMA-CON, its elements, applications and limitations.
