European Development of the Plant Breeder's Rights, Variety Registration and Seed Certification

Unification of the European seed directives began in 2005. Upcoming changes relate to an issue of the plant variety rigt, variety registration and a seed marketing. It is necessary to review the system of legal protection in the direction of better enforcement of plant breeder's right in relation to increased use of the farmer's saved seed. In the field of legislation on trade of the seeds and varieties are acceptable options up to Scenario 2 (office decides and there is a maximum transfer activity in the seed sector). State has to ensure in this scenario the appropriate extent DUS and VCU tests for small and medium companies which are not able to provide these tests.
