Addressing uncertainties in risk-informed decision-making of changes to nuclear power plant technical specifications

摘要
The objective of this paper is to present an overview of the state-of-the-art in the development of guidance for the treatment of uncertainties within a risk-informed decision-making framework to support the analysis of changes to licensing basis, in particular to analyze TS changes, using a level I PRA. First, types and sources of uncertainty that are relevant for the risk-informed regulation are identified. Then, it is also discussed how they have to be characterized and managed within the PRA application, taking into account that the application procedure is different for analyzing AOT or STI. The different application procedure means different PRA model and data requirements, risk metrics and, consequently, acceptance criteria. A case of application is presented devoted to the analysis of a STI change of the Reactor Protection System of a NPP.
