摘要
The official enforcement of Planning Environmental Impact Assessment Ordinance on October 1, 2009 marked that the strategic environmental assessment began to have a strong institutional guarantee, which is lack of attention in long term. However, In order to effectively enforce the strategic environmental assessment and made it to function in the future sustainable development, the support of Science and Technology is essential hardware base., of which the rapidly attaining of objective and true basical data that will be used in strategic environmental assessment is the first prerequisite to ensure that the strategic environmental assessment is scientific and objective. The modern communication and information technology can help us to solve the problem. This paper discusses the application of communication and information technology in strategic environmental assessment and construct a practical system of environmental communication and information in order to supply the basic data for the strategic environmental assessment and propel the strategic environmental assessment rapidly develop in our country.
