摘要：

The role attributed to national human rights institutions is a key factor for the success of the Convention on the Rights of Persons with Disabilities, but it is not the only one. This Comment highlights the unique success of the Convention and its causes: (1) a generalized paradigm shift from a philosophy of care to an individual rights approach that is rooted in domestic law; (2) the establishment of national human rights institutions; and (3) the empowerment of persons with disabilities and their NGOs.
