Making decisions in a complex and uncertain environment

This paper describes decision making in the complexities and uncertainties of the telecoms industry. It then focuses on the way that we as humans make decisions, and argues that decisions in this environment need to take account not only of environmental complexity, but also of the inner complexity of how we as humans behave under complexity and uncertainty. It proposes some initial principles of a possible future decision framework that would take these dual dimensions of complexity into account.
