摘要：

The pass of Leitariegos and massif of Cueto Arbas are placed in western mountains of Asturias and Leon (NW of Spain) and have ecological, aesthetic, ethnographic and historical importance. They have been included in different official actions (such as tourist development or natural and cultural heritage protection). This work aims to identify and analyse different values which, contained in both intellectual and institutional attitude during centuries, lead to the origin of a heritage making process.
