Township-owned coal mines in China: Managing sustainable development

摘要：
This paper presents a new model for evaluating the overall benefit of China's township-owned coal mines. The benefit of coal mines should be evaluated from the perspective of various partners concerned, including investors, local government, local residents, local enterprises and the society as a whole. In order to find ways to manage effectively township-owned coal mines, we also discuss about such measures as technological policy, resource development planning, entry and withdrawal of barriers, tax and fee collection policies, resource pricing policy and management system as well.
