With implementation of "Kyoto Protocol" entering its second commitment period, Chinese government has further strengthened its control over carbon emissions. An important symbol is that the experimental work of control over and trading of carbon emissions in seven provinces and cities has been under way in full swing and more enterprises have participated in the work of carbon emissions reduction. As for how the enterprises that have participated conduct accounting recognition and accounting measurement in terms of acquisition, use and purchase or transfer of the carbon emissions permit, the Chinese government is still lacking in specification of specific accounting standards and guides. With reference to important international accounting standards, such as, IFRS, US GAAP and Japanese Accounting Standards, it is found that obvious differences also exist between these standards which fail to reach a consensus. Hence, this paper attempts to provide suggestions about operable accounting recognition and accounting measurement with regard to acquisition, use and purchase or transfer of carbon emission permit.
