摘要
In this paper, the current high-risk industries such as coal mine accidents were mistakenly issued by the status quo, in order to explore the organizational learning theory as a starting point for prevention and control of human error accidents, and gradually phase of the analysis of specific forms of organizational learning and measures. Focusing on the four phases of Discovery, Invention, Implementation and Extension, the paper promoted the using of the Coded Fault Tree Methodology for discovering the organizational errors, invented the organization of prevention and control system for unsafe behavior based on the line of the "state / society-business-individual behavior," established the strategies to the organization unsafeties as an organizational learning line, and safety culture advocated the promotion of organizational learning as a driving force. Finally, the paper leads to a theory of organizational learning based on human error accident prevention and control system for high-risk industries to reduce human error accidents, that can learn propose a way of thinking.
