The conditions of homeless persons in society result in a tremendous cost to the public sector in financial terms. The state of Florida has done a study on these costs. The author researched the theoretical organizational considerations that could provide solutions for the situation while serving as a research fellow at the Broward Sheriff's Office in Fort Lauderdale, Florida, an. example of Broward county ten year planning and concerned community participants form a basis, for the study. The theories examined in the article are feminism theory, post modernism theory and structuralism theory.
