摘要：

Under the condition of unified and open market economy in a great country, the key of regional economy growth lies in whether there is sufficient effective investment demand in this region, which on the one hand, relies on the potential investment opportunities in the region and on the other hand relies on the region's relative profit rate. The core of regional finance growth is to motivate the micro-economic-body in the region and to enhance the region relative profit rate rather than merely enhance the saving and increase the capital supply.
