With improving of economic and social informatization level, the bilingual teaching is important attempt in the reform of college teaching, and also is one of the hotspot in teaching reform. The bilingual teaching quality evaluation is a multiobjective decision making problem. The paper described the modeling process of unascertained measure evaluation based on unascertained theory in the detail; constructed the bilingual teaching quality evaluation index system. The model is used to this problem and the teaching quality and student quality and support the conclusion are the main factor to affect bilingual teaching. This paper provided new ways and means to the quality evaluation of university bilingual teaching.
