摘要：
To deal with the frequent public health emergency in recent years effectively, the state emergent public health emergency. preplan system has been basically established. But now there isn't a generally recognized evaluation method to evaluate the quality of the emergency preplans. Through research on lots of emergency preplans, we propose seven aspects of preplan evaluation indicators and introduce G1 method in weight calculation, and choose intuitionist fuzzy set to build evaluation model. A calculation example of seven preplans is given.
