Measuring Zhejiang Enterprises' Low-Carbon Technology Innovation Efficiency: a DEA Approach

摘要
In this paper we firstly define the efficiency of low-carbon technology innovation from an input-output perspective, and establish the indicators of input and output. Based on DEA models, the efficiencies of Zhejiang enterprises' low-carbon technology innovation are then measured. It's found that Zhejiang enterprises are significantly inefficient in low-carbon technology innovation, approximately 80% below average. Further decomposition and measurement indicate both pure-technical inefficiency and scale inefficiency, with the latter and decreasing returns to scale being the major reason for low-carbon technology innovation inefficiency. Finally, using the projection formula, some suggestions are put forward with the view of enhancing efficiency.
