摘要：
The Supreme Defence Council, an autonomous administrative authority, holds an important place among the state authorities. It is interesting therefore to look at the evolution of the legal framework, evolution has been influenced during the periodin which occurred, but also to analyze the opportunities and controversies that arise in national current realities.
