Canada in the world: Development assistance in Canada's new foreign policy framework

In February, 1995, Canada's Liberal Government issued its first statement on foreign policy entitled ''Canada in the World'' which adopted an ''integrated'' approach to foreign policy. The present article reviews the foreign policy formulation process, and the discourse on aid that took place at the various stages of policy review and policy-making. Particular consideration is given to the mandate assigned to the Canadian International Development Agency (CIDA) and to the six Program priorities that were established. Since the Government committed itself to a partnership approach to aid delivery, the article also consider the changing dynamics of aid partnerships between CIDA and its various partners.
