摘要
The struggle to achieve the millennium development goals for water and sanitation in Romania will have to be achieved in cities, towns, and villages. This is where much of the industrial production and economic activities are concentrated and where most critical governance decisions are made. With the strong physical and financial growth of cities in comparison with more dispersed rural settlements, water challenges are becoming increasingly urban in nature. City and municipal governments play critical roles in water management ensuring provision of water, sanitation, and wastewater removal. How tasks related to water governance fit within broader frameworks of environmental and economic policy are of crucial importance. It is at this level that policy initiatives become reality and need both political and administrative support as conflicts have to be resolved and consensus found among competing interests and parties. Actions must be coordinated and managed in these areas.
