摘要：
In this paper, based on the literature review, an investigation about the characteristics of innovation implementation and innovation achievements has been carried out in more than 10 provinces of China in 2009 to find out the typical features in innovation process. Nuclear, cooperative and random has been figured out as the characteristics of innovation implementation, and utilitarianism, integration, popularization and protection has been found out as the characteristics of innovation achievements.
