摘要
Open Government Data (OGD) is a government's initiative to manage data produced by all ministries and government institutions to be freely shared, used, and available in an open format. Reuse data by citizens will increase participation, interaction and involve the community in data produced by the government. During the COVID-19 pandemic, the pattern for exchanging information through communication between humans is limited. This paradigm shift in the approach to information sharing in emergencies encompassed open data. Open data sharing can provide comprehensive information to support all efforts made by each stakeholder for the successful handling of the COVID-19 pandemic. Open data policies are expected to be the driving force for the economy and social usefulness through various innovations generated by utilizing data. Although the expected usefulness of utilizing open government data is numerous, in reality, the impact of open data initiatives has not been felt. Based on the gap between the concept of perceived usefulness from the implementation of open government data and reality, this study aims to examine what factors influence user engagement to open data portals. An understanding of the identified factors may help all parties in optimizing the open data initiatives potentials. For the government, the result of this study can encourage the government in developing better open data portals. This research was conducted by distributing questionnaires via email. The number of respondents in this study was 1.237. Data processing was performed by CB-SEM analysis with AMOS software. The result shows that factors influencing user engagement on open data portals are information quality, system quality, perceived usefulness, trust to open data, and satisfaction
