Intelligent decision support system for urban traffic safety management

Nowadays the ceaseless road traffic accident has become a serious problem that the whole society is confronted with. Due attention is been paid to how to carry on effective strategies to improve urban traffic safety both at home and abroad. This paper has studied the application of Intelligent Decision Support System(IDSS) in urban traffic safety control and management, and four parts are addressed in order to create a viable and useful decision-support system: (1)the framework of IDSS for traffic safety management is put forward, (2) the data base of IDSS is described based on Geographic Information System for Transportation (GIS-T) which is being applied in Integrated Traffic Information System(ITIS) in many cities in China, (3)With the knowledge of traffic engineering especially traffic flow theories and Dynamic Traffic Assignment(DTA), traffic model base of IDSS for safety control is presented. (4) the paper takes into account general strategies in traffic safety management such as road facilities perfection, intersection controlling, urban traffic flow guidance system and emergency incident management when designing method base of IDSS. More importantly, through the test in a certain area in the city of Changchun, China, IDSS for traffic safety management is demonstrated to be able to detect and prevent the underlying traffic accident as soon as possible and at the same time it can also improve transportation efficiency of the road network.
