Soon the Comprehensive Spending Review (CSR) settlement will be announced. At the time of writing, it is rumoured that everything is settled save for the two broad heads covered by the Department of Health: the National Health Service (NHS) and adult social care (LGA, 2007). For several years, it has been suggested that there will be little real increase in the allocation for councils with responsibility for social services (CSSRs) during the coming triennium, and perhaps for a long time thereafter.
