''In 1996, the World Wide Web was quickly and widely embraced by virtually ail political parties and press organizations,'' observes a columnist who covers new media. ''Politicians used the Web as a tool to market candidates. The news media, however, made civic-minded and innovative use of the Web to enhance their role as forums for information and opinion.''
