摘要：
This paper describes a novel approach to generic semantic interoperability of public administrations as currently being researched by the Semantic-Gov consortium under auspices of IST FP6 of European Union. After introducing the layered model for interoperability, the semantic layer is further analysed in terms of types of semantic differences to be handled by a semantic gateway. Some solution directions are given.
