摘要
In the 90s of the previous century many statesmen were alarmed by scientists' claim of the necessity to revise the work of state agencies and structures. The researchers stated that the development of new methods and ways of administration is related to the universal application of electronic technologies. The term "e-government" implies the use of electronic technologies and the Internet for providing the population of the country with government services aimed at saving the users' time and expenses. E-government envisages transforming internal and external ties of state agencies by exploring the capacity of the Internet, electronic and telecommunication technologies in order to improve the quality of services' delivery, to enlarge the scope of public participation in the matters of state governance and to enhance inner processes.
