The nineth parliamentary election since Kuwait's independence in 1961, and the third since liberation from Iraq's occupation in 1991, was held on 3 July 1999. The election was due to have been held in October 2000, but the head of state, the Amir, dissolved the National Assembly on 3 May 1999. Kuwait's constitution requires an election to follow within sixty days of dissolution. The Assembly had been dissolved twice before, in 1976 and 1986, but both dissolutions were unconstitutional. 1999 saw the first constitutional dissolution.
