摘要：
The outlook on the development of a regional economy should be determined according to specific conditions in different regions, interrelatedness among the regions and demands of development of macro economy. The pattern of circulating economy should be combined with the programs of social development. The function of governmental economic management needs to serve the main part of market in order to create a progressive environment for development. This paper addresses a methodology for setting up a mechanism of circulating economy which could promote the, sustainable development of An economic society with harmony between human and nature.
