The skills exercised by town halls become more and more relevant over time and their evolution. It also has among its main characteristics a clear and direct condition to its inhabitants' daily lives. The near future forecasts only emphasize this fact, bringing significant challenges for municipal managers, especially in cities that retain their historical heritage as an inheritance and memory of their evolution. This heritage has also become an identifiable element and source of resources for the town itself. This article will summarise these characteristics and how the new challenges make local policies a necessary tool for the proper management and conservation of historical heritage in cities due to their multidisciplinary and capabilities but focusing on the urban planning competencies of municipalities.
