摘要：
Health is an uttermost precious commodity which the social state is obligated to sustain under constitutional law. Nevertheless, consolidations of individual rights to certain medical services under constitutional law are problematic. A "right to health" can only be understood rather as a right to participate in an existing healthcare system, the extent and organization of which has to be decided politically.
