Project performance indicators as an innovative tool for identifying sustainability perspectives in green public procurement

摘要
A Delphi technique was conducted over a period of five months on the subject of project performance indicators and the identification of their potential future opportunities. The research has been based on a qualitative research procedure that comprised of a questionnaire sent to a pre-selected group of experts in order to elicit and develop individual responses to the problems posed. The main purpose of this research is to introduce a methodology to diagnose, evaluate and improve the procurement process for construction projects. Recent legislation in green procurement and its application to construction projects is also examined. Project performance evaluation methods have been widely used in construction mainly in the construction stage. A potential improvement can be obtained through the use of performance indicators (PIs) during the procurement process. The results achieved highlight a positive outlook for the future development of Project performance indicators and their adaptation in business industry in achieving sustainability. It also revealed that the main problem of green public procurement in Greece is related to the waste of processes and the lack of quality specifications of projects. The importance and need for PIs is recognized as one of many tools needed to improve project performance evaluation methods. The use of PIs for the procurement process is recommended for continuous improvement and visualization of the projects.
