Aimed at the elementary education of computer in non-computer major in higher education, some issues in teaching design were put forward. The research results show that only curriculum system, syllabi, teaching and assessment methods should be taken as an organic whole into account in the research on reform of the elementary education of computer, the substantial reform on which in higher education was developed. Based on the above analyses, the new curriculum system and corresponding syllabi were proposed, and discussion on their teaching methods and assessment methods was conducted.
