In most semi-arid countries with permanent rivers, irrigation has been viewed as a strategic way to enhance the regional economic and social development. Most of the irrigation schemes initially relied on a strong State support but they have been facing important economic and institutional changes during the last ten years. The management of these schemes has been transferred to water users while the need for more economic efficiency has led to changes towards high value crop systems such as perennial fruit trees. How do the stakeholders involved in the management of irrigated schemes deal with the evolution of their mode of co-ordination in this context? The strategies of small farmers in the irrigated schemes of the Petrolina-juazeiro irrigation centre in the Sao Francisco valley of Brazil have been analysed. The difficulties faced by these small farmers to manage the transition from horticultural crop systems to perennial fruit trees have been studied. Consequences of their strategies on the collective level of the managing unit of the perimeter are then discussed.
