摘要：
The research team of the Institute of Education Management of the Russian Academy of Education conducted a monitoring study of the needs of society based on citizens' appeals. The study demonstrates that the issue of personnel management in an educational organization, in terms of the employer's behavior strategy in the current socio-educational situation, is one of the acute problems of the pedagogical community. This article reveals the peculiarities of the formation and development of a resource-oriented, environment-oriented approach to the management of the teaching staff of a modern educational organization.
