IMPROVEMENT OF "GREEN ECONOMY" DEVELOPMENT MECHANISMS IN KAZAKHSTAN

Relevance of the research. Kazakhstan is a great emissioner of greenhouse gases and a contributor to global climate warming because of high carbon intensity. The Strategy of sustainable development, aimed to GDP energy consumption decrease, is adopted. The Law "About energy saving" is acting. The decrease of greenhouse gases emissions according Kyoto protocol is realizing etc. But these measures haven't led to any improvements of the situation yet. Researches and determining the causes of what is happening are necessary. Goals of the research: 1) to investigate modem state of the theory and methodology of transition to a green economy; 2) to analyze taken measures, introduced mechanisms and to evaluate their compliance to realities and tasks; 3) to work out adequate measures to improve the situation. Methodology of the research. The theory of market equilibrium, adaptation of financial and regulatory mechanisms on both the demand and supply, rejection of irrational capital use in the "brown" economy and outdated subsidies in fossil fuels. Regulation, aimed at capital growth and acceleration of the transition to a green economy, the production of commercially viable financing mechanisms for a green economy. Rectification of the introduced economic instruments related to the constant increase in electricity tariffs and growth of intermediary organizations as a result of conducted privatization of energy industry objects in Kazakhstan, which do not support increase of energy efficiency in the "brown" energetic and transition to renewable energy sources.
