摘要
With the development of intensive competition environment between enterprises. technical innovation becomes an original and principle factor for enhancing enterprises competition capability. In this paper, we propose a method to measure the company's technical innovativeness. By applying efficient synthetic appraisal method on technical innovation performance, we can obtain constructive information on how to improve the enterprises' competition in its industry. To overcome the shortcoming of traditional DEA model in synthetic appraisal, a cross-efficiency DFA model was proposed, which provide evaluation results and ranks based on the conception of peer appraisal. To demonstrate the advantage of Cross-efficiency DEA model in synthetic appraisal, we applied it in the technical innovation performance measurement on the agricultural enterprises in Jilin province. From the empirical analysis, Cross-efficiency DEA model identify the efficiency and ranks for each of DMUs.
