Social Entrepreneurship as a Prerequisite for The Innovative Development of Regions

The article is aimed at considering the problem of forming social entrepreneurship on rural territories with due respect to the employment factor. In the context of the research subject, the analysis of foreign experience of the employment regulation is made. The author dwells on the instrument of "The entrepreneurship improvement" which contributes to rendering assistance to young people, women, the unemployed and migrants in starting business and organizing self - employment, as well as in supporting the development of social enterprises. The assessment and prognostication of the informal employment in Ukraine are made. The analysis of factors is made and the degree of their effects on the informal employment in Ukraine is determined. The author also substantiates the directions for improving the formation of the employment policy in Ukraine and suggests the examples of its implementation in the context of developing social entrepreneurship on rural territories. Consideration is given to the natural and recreational natural reserve as an example of the innovative development of rural territories from the viewpoint of the unemployment, the conservation of the natural and resource potentials and the formation of social entrepreneurship.
