摘要
Power produces discourse, discourse in turn produces power. Discourse theory provides a new perspective and methodology for research on internet participation and its influence on the public affairs. The technical frameworks of non-central, free-open, equal interaction, across time and space internet set up a new public space. And by virtue of this space, ordinary citizens become the main body in public life and public affairs statement, influence and even set the media agenda. Gathering individual knowledge, discourse system and internet public opinion dissolve the advantage of the political elite, enhancing the voice of ordinary citizens. a The positive interaction between officials and Internet users through cyberspace will contribute to openness and transparency, clean and high efficient government, and promote the democratization of public decision-making and scientific process, but also help to guide the citizens' orderly participation in public affairs, and cultivate citizens awareness of rights and social responsibility. And it also will promote social harmony, and improve the governance of public affairs.
