QUO VADIS: THE CZECH PUBLIC ADMINISTRATION

摘要
According to the World Bank survey called "Doing Business" the Czech Republic scored on 74(th) rank out of 183 economies. There are countries as Namibia or Rwanda scored better than the Czech Republic as well as Slovakia that scored on the 42(nd) rank in mentioned survey. The survey provides a quantitative measurement on regulations that each entrepreneur has to pass before starting a business as dealing with construction permits, registering property, employing workers etc. It measures ten indicators in total. The public administration and its service is one of the indicators. The score of the Czech Republic in this indicator should be placed between the worst within the Europe. This result mirrors the major feelings of the Czechs. The authors were also interested in experiences of the foreigners. Unfortunately, their comparison with home public administration is not very encouraging. Moreover some of them were speaking about culture shock while solving problems in the public administration offices. One of the challenges before the EU accession was public administration challenges. Was it successful?
