摘要：

Through expounding the demographical backgrounds and histories of MOI policy change in Hong Kong and Malaysia, the author analyzes the merits and demerits of CMI and EMI from various angles. Factors including educational, social, political and economic ones that affect and contribute to the current circumstance are also explored in depth.
