The present work paper aims to analyse and to point out the competitive advantage of the Western 5 Region in the field of information and communication technology (ICT). Applying the Michael Porters model was determined that the competitive advantage is given by human resources. The results of this research will help the decision factors at local level to understand that it may enforce the combination of development strategies
