The basic argument of this article is simple: the big cities in Canada should be given greater recognition in the Canadian political system. The reason for this is that some of the major societal issues for Canada - polarization and the management of social diversity - are being played out in the big cities and these issues are not being sufficiently discussed, managed and/or acted upon. The second part of the article discusses how this should be done and looks at two main strategies: improving the urban sensitivity of the federal and provincial governments and increasing the power and policy-making capacity of the cities.
