LEHIGH COUNTY AUTHORITY (LCA) AND WHITEHALL TOWNSHIP AUTHORITY (WTA) ARE SIMILAR WATER UTILITIES LOCATED IN THE LEHIGH VALLEY REGION OF EASTERN PENNSYLVANIA. BOTH ARE SMALL SYSTEMS SERVING A POPULATION OF FEWER THAN 50,000 PEOPLE. BOTH RELY ON GROUNDWATER AS THEIR PRIMARY SOURCE OF SUPPLY. BOTH TAKE THE THREAT OF TERRORISM AGAINST THEIR SYSTEMS SERIOUSLY.
