A "LINA" Management Mode in Response to Public Emergencies: Emergency Management Mode Comparison Between China and Japan

摘要
China and Japan have different emergency management mode while responding to public emergencies. This paper first compares the two emergency management modes of Chinese Government and Japanese Government in response to the Lushan Earthquake and East Japan Earthquake respectively. Then it analyses the advantage and disadvantage of the two modes. Finally, the paper proposes a "LINA", management mode in response to public emergencies which could shorten the reaction period and optimize the effectiveness of emergency rescue significantly.
