摘要：

This paper detailed analyzes the scope of application, pre-disaster preparedness, disaster response, disaster relief and other existing problems of the Emergency Relief Contingency Plan for Natural Disaster in Shanghai. According to the principle of the Emergency Relief Contingency Plan's response, the new issued "National Natural Disaster Emergency Relief Contingency Plan" and "Natural Disaster Relief regulations", as well as the needs of Shanghai Civil Affairs Bureau and emergency relief work for natural disasters in recent years, we have done a comprehensive revision on the original plan to make the new plan to meet the needs of natural disaster emergency relief contingency management in Shanghai.
