Achieving Sustainability in Quasi-public Rural Tourism Communities: A Framework of Polycentric Governance

摘要
In this paper, the author provides a resource-system based classification of rural tourism destinations, and discusses the quasi-public eases where tourism resources and the community are highly overlapped. Due to the Common Pool Resources (CPRs) attribute of the tourism resource system, this kind of destination is facing serious environmental and cultural dilemmas in the process of tourism development. With comprehensive analyses of the core stakeholders and their interest-driven interactions, a governance structure enlightened by the polycentric theory is proposed in achieving sustainable tourism development.
